maksyuki 3062aec09b chore(quality): regenerate the Mini rtl-lint baseline for the merged source

Regenerated from a successful merged-source Verilator lint run
(build/ihp130-2026-10-23-08-35-f2c2308f4da3/lint/verilator/lint.log) after
the feat/mini-hp-core merge. Reviewed normalized signatures: new entries are
attributable to the merged HP core content (openc906 combined source), Mini
wiring of newer shared-IP pins (apb4_gpio taps, apb4_system clock hz), and
the dma_reg SupportedRequests parameter from the shared DMA V2.2 work; eight
stale signatures resolved. Kept separate from the contract fix per the
baseline policy. check-rtl-lint passes after regeneration
(build/ihp130-2026-10-23-08-36-f2c2308f4da3/meta/rtl-lint-warnings.json).

Quality Policy and Baselines

This directory contains machine-readable quality policy and its supporting documentation.

embedded_c_policy.json defines self-owned embedded-C exclusions, compatibility files, and prohibited APIs.
misra/ records approved MISRA deviations; see MISRA policy.
warnings/ stores reviewed EDA warning baselines.
metrics/ defines observational metric policy and future gate promotion.

Do not hand-edit generated warning signatures or promote metric gates without the review process in Engineering Workflow. Run the corresponding check after changing quality policy.
